I am directed by the Minister of Munitions to refer to your letter 16067/1918 of the 12th April, enclosing Copy of two dispatches from the Governor of Hong Kong concerning the supply of Chinese wolfram. With reference to the Governor's statement to the effect that the existing restrictions on shipments of wolfram from Hong Kong tend to divert shipments to other ports, where no restrictions exist, I am to state, for the information of the Secretary of State for the Colonies, that it is hoped that arrangements may ultimately be made with the United States Government concerning the regulation of imports of wolfram into the United States, which will do away with any advantages which at present other ports may enjoy over Hong Kong. If the United States import regulations were made effective, the question of Japanese competition would cease to be of importance as the ore is not required in Japan, and, so far as Mr. Churchill is aware,
